This is how you become a Epf elite agent:
1.)Buy club penguin elite force for nintendo Ds. (available on Play.com Amazon and at sainsbarys and toys R us)
2.)Enter the code on the unlock items online part of clubpenguin.
3.)It will show what you have unlocked which is a spy phone(you may already have this),A certificate and some money.
And there you have it!
